Encouraging Low-carbon and Green Development of the Coating Industry: New Version of Industrial Structure Adjustment Guidance Catalogue Seeks Public Opinions Release

To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, adapt to the new situation, new tasks and new requirements of industrial development, and accelerate the construction of a modern industrial system, the National Development and Reform Commission, together with relevant departments, has revised and formulated the "Guidance Catalog for Industrial Structure Adjustment (Draft for Soliciting Opinions, 2023)", and will solicit public opinions from July 14, 2023, to August 14, 2023.


The draft for soliciting opinions is divided into three categories: encouragement, restriction, and elimination. Among them, the coatings industry includes 3 encouraged items, 2 restricted items, and 2 eliminated items, as follows:


Encouragement:


Petrochemical industry - coatings: Low VOC (volatile organic compounds) content, environmentally friendly and resource-saving coatings used in key areas such as large aircraft, high-speed rail, large ships, new energy, and electronics;


Building materials - new types of building waterproof materials such as high-performance, highly durable, and highly reliable modified asphalt waterproof rolls, polymer waterproof rolls, water-based or high-solid-content waterproof coatings;


Civil explosive and fireworks products - emergency supplies: new types of fire-resistant coatings and fire-resistant materials;


Restriction:


Petrochemical industry - titanium dioxide produced by sulfuric acid method (excluding co-production method), lead chrome yellow, iron oxide pigments with an annual output of less than 30,000 tons, solvent-based coatings (excluding coatings varieties and production processes encouraged), powder coatings containing Tris(aziridinyl)phosphine oxide (TGIC) with VOCs content exceeding 75% (excluding closed production facilities), resin for coatings directly heated by fire;

Coatings containing dibutyl phthalate;


Eliminated products:


Petrochemical industry - modified starch, modified fibers, colorful interior wall coatings (resins mainly composed of nitrocellulose, solvents mainly composed of xylene, O/W type), polyvinyl chloride-vinyl chloride copolymer emulsion exterior wall coatings, tar-based polyurethane waterproof coatings, water-based polyvinyl chloride tar waterproof coatings, polyvinyl alcohol and aldehyde-based interior and exterior wall coatings (106,107 coatings, etc.), polyvinyl acetate vinyl emulsion (including ethylene/vinyl acetate copolymer emulsion) exterior wall coatings;


Coatings for interior walls, solvent-based coatings for wooden furniture, toys, automobiles, and exterior walls that exceed the standard for harmful substances, including dichlorobenzene, tributyltin, perfluorooctanoic acid and its salts, perfluorooctane sulfonic acid, and red dan;


The industrial structure adjustment catalog has always been regarded as the "guideline" for the development of the industry. From the draft for soliciting opinions, it can be seen that low-carbon, green, healthy, and pollution-free development are still encouraged in the coatings industry.
