The National Standard for Fine Chemical Reaction Safety Risk Assessment Implements and Releases

In order to implement the Opinions on Strengthening the Safety Production of Hazardous Chemicals issued by the Central Committee and the State Council, strengthen the risk control of safety production in fine chemical enterprises, and effectively prevent major accidents, the National Standard for Fine Chemical Reaction Safety Risk Assessment (GB/T 42300-2022) organized by the Ministry of Emergency Management has recently been released and implemented.


At present, most fine chemical production involves batch or semi-batch reactions, with complex raw materials, intermediate products, and product varieties and processes. The reaction process involves a large amount of heat release and is prone to the risk of reaction loss of control, which is the main cause of fire, explosion, and poisoning accidents. By carrying out fine chemical reaction safety risk assessment, the hazard level of the reaction process can be determined, effective risk control measures can be taken, and safety design can be carried out according to the recommendations of the reaction safety risk assessment, which is of great significance for ensuring the safety production of fine chemical enterprises.


The National Standard for Fine Chemical Reaction Safety Risk Assessment is based on the advanced practical experience of the development of the fine chemical industry at home and abroad, and elevates the Guiding Opinions on Strengthening Fine Chemical Reaction Safety Risk Assessment Work to a national standard. The standard clarifies the scope of application, key evaluation objects, evaluation requirements, evaluation basic conditions, data testing and acquisition methods, and evaluation report requirements. The standard aims to perceive, evaluate, and prevent and control risks, establish a quantitative assessment standard system for the hazard level of reaction processes, and propose safety risk prevention and control measures from the aspects of process optimization design, regional isolation, and personnel safety operation according to different hazard levels of reaction processes. The implementation of this standard will effectively promote the fine chemical enterprises to strengthen the assessment of reaction safety risks, and support the work of preventing and controlling major safety risks in fine chemical industry.
